Finanzmarktkrise: Entstehung, kurzfristige Reaktion und langfristiger Anpassungsbedarf

Abstract

Die aktuelle Finanzmarktkrise kann nicht auf eine einzelne Ursache zurückgeführt werden, sondern entstand aus dem Zusammenspiel mehrerer gleichzeitig wirksamer Kräfte. Die Ursachen lassen sich in drei Bereiche zusammenfassen: makroökonomische, regulierungs- bzw. aufsichtsbezogene und anreiz- bzw. kontrollbezogene Ursachen. Während die kurzfristigen wirtschaftspolitischen Maßnahmen auf eine Minimierung des Schadens abgestimmt waren, legen langfristige wirtschaftspolitische Überlegungen mehr Augenmerk auf die Stärkung stabilisierender Kräfte in der Regulierung und Beaufsichtigung von Finanzdienstleistern und auf eine Verbesserung der Anreizsysteme von Finanzintermediären.
