Effizientes Risikomanagement für Naturgefahren am Beispiel von Hochwasser

Abstract

Österreich ist Naturgefahren in besonderem Maß ausgesetzt. Neben dem Einfluss der Topographie haben Mängel in der Flächenwidmung zur Folge, dass 12% des Gebäudebestands durch Hochwasser potentiell gefährdet sind, fast 9% gelten als hochgefährdet. Die Verstärkung von Vorsorgemaßnahmen ist eine Voraussetzung für ein effizientes System des Risikomanagements, das künftigen Herausforderungen gewachsen ist. Eine effiziente Risikoteilung umfasst den Rückzug des Staates aus der laufenden Schadenabdeckung, einen breiten (oft verpflichtenden) Versicherungsschutz potentiell Betroffener und eine starke Beteiligung des Staates in der Vorsorge, im Katastrophenschutz und in der Krisenbewältigung während des Eintritts von Extremereignissen.
