Erfolg der Ausgliederung von Bundesbetrieben – das Beispiel der Österreichischen Bundesforste

Abstract

Die Österreichischen Bundesforste wurden mit 1. Jänner 1997 von einem Bundesbetrieb in eine Aktiengesellschaft im Alleineigentum des Bundes übergeführt. Die Ausgliederung sollte die wirtschaftliche Effizienz des Unternehmens verbessern. Aus volkswirtschaftlicher Sicht interessieren die erreichten Produktivitätssteigerungen (insbesondere des Faktors Arbeit und des Faktors Waldboden) und die optimale Nutzung der Ressourcen wie Holzvorrat, Jagd, Immobilien, Schottergruben und Wasser. Aus gesellschaftspolitischer Sicht wird eine Verbesserung der Wohlfahrtsfunktionen der Bundesforste erwartet. Im Vordergrund stehen der Waldbesuch zur Erholung und die Schutzwirkung der Wälder im Gebirge.
