Die wirtschaftspolitische Architektur der WWU

Abstract

Die Wirtschaftspolitik der WWU, die derzeit 12 von 15 Mitgliedstaaten der Europäischen Union umfasst, weist eine grundlegende Asymmetrie auf: Die Geldpolitik wird von der EZB zentral für die Euro-Zone gestaltet, die Fiskalpolitik liegt im Kompetenzbereich der EU-Mitgliedstaaten. Damit sich daraus keine Konflikte ergeben, ist eine Koordination der Fiskalpolitik und letztlich aller Politikbereiche (mit Ausnahme der Geldpolitik) vertraglich vorgesehen. Prominentestes Koordinationsinstrument ist der Stabilitäts- und Wachstumspakt. Die Koordination erfolgt auf verschiedenen Ebenen und in zahlreichen Prozessen, deren administrative und politische Kosten bereits mögliche Koordinationsgewinne kompensieren. Der Beitrag analysiert die Mechanismen, ihre Probleme und Wirkungsweisen und stellt Vorschläge für Reformen vor.
