Technologie und Innovation in der wissensbasierten Ökonomie. Der Österreichische Technologiebericht 1999

Abstract

Der von WIFO und ARCS im Rahmen des Programms "tip – Technologie: Information, Politikberatung" erstellte "Österreichische Technologiebericht 1999" liefert aktuelle Befunde zum österreichischen Innovationssystem und dient als Informationsquelle für die technologiepolitische Standortbestimmung. Der vorliegende Beitrag faßt die wichtigsten Ergebnisse zusammen: Die Forschungsquote stagniert in Österreich nach wie vor und entspricht nicht der Wirtschaftskraft des Landes. Das Innovationsverhalten der österreichischen Unternehmen ist durch eine überdurchschnittlich hohe Innovatorenquote, aber insgesamt geringe Innovationsausgaben gekennzeichnet. Ein internationaler Rückstand bezüglich der Forschungsausgaben läßt sich weitgehend mit der Struktur der österreichischen Industrie erklären. Unternehmensneugründungen lösen derzeit keine nachhaltigen Impulse hin zu stärkerer Technologieorientierung aus. Österreichs Entwicklung zu einer wissensbasierten Ökonomie zeigt sich an der steigenden Diffusion von Informations- und Kommunikationstechnologien, zunehmender Internationalisierung der Forschung und wachsender Bereitschaft von Universitäten und Unternehmen, in europäischen Kooperationsprogrammen mitzuwirken.
