Regimewechsel im Dienstleistungshandel mit den MOEL

Abstract

Österreichs Dienstleistungshandel mit Ost-Mitteleuropa ist derzeit noch durch hohe Handelsbarrieren belastet. Im Falle einer EU-Osterweiterung sind daher gerade im Tertiärbereich wesentliche Integrationseffekte abzusehen. Angesichts der bestehenden Wettbewerbsvorteile Österreichs vor allem im Bereich komplexer Marktdienste wird die weitere Liberalisierung bedeutende Nachfragepotentiale eröffnen. Gleichzeitig wird sich der Wettbewerb für Anbieter arbeitskostenintensiver Dienstleistung durch grenzüberschreitenden Einkaufsverkehr und das Angebot aus den MOEL verschärfen. Eine konsistente Vorbereitungsstrategie ist daher anzuraten: Sie sollte vor allem offensiv die Marktdurchdringung durch heimische Anbieter unterstützen.
