Auswirkungen der Mineralölsteuererhöhung auf den Treibstoffabsatz

Abstract

Nach der Mineralölsteuererhöhung in Österreich am 1. Mai 1995 kann voraussichtlich Treibstoff in fast allen Nachbarländern billiger getankt werden als in Österreich; Benzin ist dann nur in Deutschland und Dieselöl in der Schweiz teurer. Treibstoffpreisdifferenzen zwischen Nachbarstaaten werden im grenzüberschreitenden Reise- und Straßengüterverkehr gerne genutzt und regen zusätzliche "Tankausflüge" an. In einem kleinen Tourismus- und Transitland wirkt sich dies auf den Treibstoffabsatz entsprechend stark aus. Um die erwünschten umweltpolitischen Effekte voll zu erreichen, müßte die Treibstoffbesteuerung im internationalen Gleichklang geregelt werden.
