Struktureffekte bremsen Konsolidierung der Sozialbudgets. Zur Entwicklung der sozialen Sicherheit im Jahre 1989

Abstract

Die Sozialausgaben stiegen 1989 um 4,6%, ihr Anteil am BIP fiel erstmals seit 5 Jahren unter 27%. Dank der guten Konjunktur haben sich die Ausgaben der Arbeitslosenversicherung in den letzten zwei Jahren nicht mehr erhöht, der Andrang zu Frühpensionen blieb dennoch recht stark. Die reale Kaufkraft der Pensionen stieg 1989 um ¾%; ein ähnlicher Zuwachs ergibt sich heuer nur durch die außertourliche Anpassung. Vielen Pensionisten brachte darüber hinaus die Steuerreform einen erheblichen Nettoeinkommensgewinn.
