Abstract

In the article there are considered the main principles for applying the costbenefit analysis method for analysis and assessment of the rationality of public spending programmes in the long - term. The emphasis is on the application of the method in public health, a sphere of high economic and social significance. The method is useful, beca use there can be made a comparison between the obtained benefits and the costs incurred by expressing those in comparable units of measure. The approach allows the valuation of the intangible health benefits and their conversion into cash equivalent. To th at end there are presented three basic approaches to the monetary valuation of health results: human capital; open preferences and definite preferences regarding the willingness to pay.
