Problems And Challenges In Implementing The Leader/Clld Approach

Abstract

Integrated rural development has been a challenge for the entire EU for several decades. They occupy about 80% of the territories and 40% of the population of the union. These areas are an arena of collision of problems of a very different nature, socio-economic, cultural, infrastructural, demographic, migratory, environmental and many others. To deal with these problems, the EU has used many means over the years and a wide variety of approaches and tools. And the LEADER approach stood out as the most effective and with almost three decades of practice. LEADER is in sync with EU development policies, it is multi-sectoral and its goal is the transformation of these places into desirable living areas with a high socio-economic, cultural and environmentally sustainable standard of living.
