A Conceptual Framework Of The Impact Of Policy Tools On Farm Strategies For Agricultural Risk Management

Abstract

The paper presents a theoretical summary of criteria used in the literature to identify instruments designed to manage risk within the entire set of agricultural policy measures. It is concluded that a measure of political support can be considered as a risk management tool if three conditions are simultaneously fulfilled: first, the tool is designed to support the management of risk situations and not to deal with situations of Limits; secondly, the financial support of agricultural holdings is limited to the amount of potential or actual losses from risk events; third, the legislative or legal acts by which the instrument was introduced should define it as a risk/crisis management instrument.
