Evaluation as a Science – a Condition for the Social Presence of the Evaluator's Profession in Bulgaria

Abstract

Based on the opinion that the condition of evaluation as a science in Bulgaria shows the existence of elements that are isolated and are not bound in an appropriate system, ideas have been proposed about the promotion of evaluation as a subject matter of science aiming to systematize the knowledge in this area. The focus is on the most essential prerequisites to regard evaluation activities as a subject matter of science: social purpose; scope; regulation and practical realization of evaluation.
