Abstract

Social-economical development of Russian regions in the conditions of market relations establishment in many respects is determined by the effectiveness of economic potential and depends on the optimal combinations of its elements, involved into economic circulation. The article is dedicated to the questions of creation of methodological and methodical approach allowing evaluate variants of mineral-raw-material resources use, define the priorities of labor, investment and manufacture potential attraction while realizing program projects.
