Abstract

As informações sobre a operação e produtividade geradas em 25 anos de concessões de ferrovias no Brasil permitem ampliar os conhecimentos a respeito do comportamento da gestão destas infraestruturas com o mapeamento de medidas econômicas associadas à iniciativa privada. Este trabalho objetiva compreender os motivos dos ganhos de escala durante os 25 anos observados de concessão ferroviárias, e como esses ganhos/perdas se comportaram durante os anos. Para tanto, este trabalho utilizou o método não paramétrico DEA para mensurar escala de produção de ferrovias no período de 2006 a 2017 e avaliou, utilizando modelos lineares, fatores do processo que se relacionassem à variação de escala. Os resultados destacam a velocidade comercial na exigência de baixa escala para açúcar, carvão, cimento e derivados de petróleo, e a insuficiência de investimento em vagões e locomotivas, instigando a revisão de contratos da década anterior para investigar a influência no nível da escala
