La poursuite de l'uniformisation de la politique européenne de coopération au développement ? Le volet commercial et la budgétisation du FED

Abstract

Depuis les années 1950, les liens avec les pays d'Afrique, des Caraïbes et du Pacifiques (ACP) ont été au cœur de la politique de développement de l'UE. Ces dernières années, elle a connu des changements majeurs avec un nouveau consensus pour le développement en 2017, la signature de l'accord post-Cotonou qui régit les relations entre l'Union européenne et les États ACP en 2021 et l'intégration au budget européen du Fonds Européen de Développement (FED) dans le cadre financier pluriannuel 2021-2027. La disparition des accords commerciaux préférentiels et de l'instrument financier ad-hoc de la coopération européenne avec les ACP, le FED, tend à montrer une uniformisation de la politique de développement de l'Union.
