L’avenir économique de l’Europe dans la perspective de la Commission européenne

Abstract

L’article expose et évalue les cinq scénarios d’avenir que la Commission européenne soumet aux choix des membres de l’Union européenne dans un Livre blanc présenté en 2017. La présentation de ces scénarios spécifie essentiellement l’organisation institutionnelle et juridique que pourrait adopter l’Union européenne. Elle ne fournit que peu d’indications sur la ligne économique qui doit être appliquée dans les périodes normales, comme celle de 1999 à 2007, et dans les périodes exceptionnelles, comme celle marquée par des crises à partir de 2008. Ces spécifications importantes pour orienter les choix des Etats et pour obtenir l’adhésion des citoyens peuvent être déduites du rapport des cinq présidents de 2015 et de différents textes antérieurs.
