La conception européenne du développement durable : volontariste, optimiste et marchéiste

Abstract

Même si l’UE a été sensibilisée précocement au développement durable (DD) et affiche dans ce domaine une détermination volontariste, l’historique de cette notion dans les documents officiels ainsi que les évolutions successives de la stratégie européenne de développement et enfin sa mise en application, montrent la difficulté et l’ambivalence de la démarche. L’idée de DD, comme projet politique cohérent et unifiant (l’invention d’un modèle de développement sachant concilier trois finalités : l’économique, le social et l’environnemental) ne s’est imposée que transitoirement avant d’être à nouveau déconstruite et diluée dans une approche sectorielle, dominée par une logique économique et financière surplombante.
