Le renflouement européen des Etats et de leurs banques

Abstract

L’article présente et commente l’évolution des modalités européennes de renflouement des pays européens et de leurs banques mis en grave difficulté par la crise économique et financière et par les plans de relance. Après avoir adopté des mesures d’urgence fondées sur une interprétation souple du traité de Lisbonne, les instances européennes ont mis sur pied des modalités permanentes avec la création du Mécanisme de stabilité financière. Les mesures de renflouement comportent des coûts qui ne sont pas toujours bien évalués, notamment par l’opinion publique et les médias. Cet article s’efforce d’en estimer l’importance pour les finances publiques des contributeurs et des bénéficiaires.
