La zone euro face à une crise existentielle

Abstract

La zone euro est confrontée à une crise existentielle qui résulte de la crainte d’un éclatement de la zone provoquée par la défiance des marchés financiers et de la prise de conscience du vide politique révélé par la gestion difficile de la crise des finances publiques européennes. Afin de sauver l’euro dans le court terme, elle fixe à ses membres l’assainissement des finances publiques comme objectif prioritaire, ce qui doit réduire la pression des marchés financiers. Pour améliorer le fonctionnement de la zone, le Conseil européen de décembre 2011 propose un « pacte budgétaire » qui renforce les dispositions du pacte de stabilité en instaurant des sanctions automatiques et en prévoyant un abandon partiel des souverainetés budgétaires nationales à des institutions européennes techniques et non à des organisme ayant une légitimité démocratique reconnue.
