Les objectifs politiques européens de compétitivité et de cohésion territoriale sont-ils compatibles ?

Abstract

Depuis le tournant du millénaire, l’Europe s’est orientée, en matière de développement territorial, vers une approche clairement axée sur la compétitivité et la mise en valeur de l’excellence. L’application de l’agenda de Lisbonne à la politique régionale a mené les divers acteurs de la gouvernance des territoires à fonder cette compétitivité sur des infrastructures scientifiques et techniques et des actifs immatériels emblématiques de la « société fondée sur la connaissance ». Du concept de compétitivité à celui de compétition il n’y a qu’un pas. D’où la question émergente de la concurrence entre territoires : quelle est la légitimité théorique et politique d’une telle concurrence ? Un aspect très concret de ce problème est l’arbitrage entre l’application parfois brutale de la nouvelle approche compétitive et la poursuite d’actions visant l’équité et la cohésion à tous les niveaux territoriaux.
