Abstract

L’avenir du budget européen est actuellement au coeur des préoccupations de la Commission européenne. Afin d’orienter le débat, il convient de s’interroger sur les défis auxquels l’UE sera confrontée dans les années à venir. Dans ces conditions, les relations extérieures et plus particulièrement l’Aide Publique au Développement (APD), aide destinée à favoriser le développement économique et social des pays en développement, suscitent l’intérêt. Il s’agit ici de se demander dans quelle mesure un accroissement de la communautarisation de l’APD est souhaitable.
