Les nouveaux Etats membres de l’UE doivent-ils adopter l’euro ? Une réponse institutionnaliste

Abstract

Les dix nouveaux Etats membres se trouvent dans l’obligation d’adopter l’euro, la devise européenne faisant désormais partie de l’acquis communautaire. Par contre, le délai dans lequel cette opération doit avoir lieu n’est pas déterminé. La tentation est forte pour les pays d’Europe centrale et orientale de hâter le processus afin de profiter des effets bénéfiques promis par la théorie économique dominante. Or, ces pays sont loin d’avoir achevé leur transition. C’est précisément cette caractéristique de pays en transition qui devrait les inciter à ne pas hâter une adoption potentiellement risquée.
