La politique de développement de l’Union entre logique commerciale et solidaire

Abstract

La politique de coopération fut l’une des premières politiques européennes et l'UE représente globalement plus de la moitié des flux issus des pays du CAD/OCDE (Comité d'Aide au Développement de l'OCDE). Ce chapitre montre l'importance de la coopération européenne au développement, en replaçant l'évolution récente des flux dans le contexte international et en analysant les différents outils spécifiques sur lesquels elle s'appuie. Il met l'accent sur l'aspect commercial de la politique de développement, en raison de son importance dans les négociations avec les pays d’Afrique des Caraïbes et du Pacifique (ACP), et sur les Objectifs du Millénaire du Développement dont l’élargissement en 2015 aux Objectifs de Développement Durable fournit le cadre international des politiques d’aide au développement jusqu’en 2030.
