Public spending and capital stock accumulation in the Venezuelan agricultural sector

Abstract

En este artículo se analizan, en primer lugar, las tendencias recientes que ha mostrado el gasto público agrícola a partir de un conjunto de indicadores; llama la atención la tendencia declinante de esta variable durante el período analizado (1984-1994). Seguidamente, se discute la evolución de la acumulación de capital, ubicando la crisis de inversión en la agricultura venezolana en el contexto de la crisis global del modelo de acumulación capitalista basado en la renta petrolera. Finalmente, se analizan las restricciones que enfrenta el país, así como las acciones prioritarias que deberían emprenderse para que tanto el gasto público como la inversión, contribuyan a la reconversión de la actividad agrícola y se pueda enfrentar con éxito el proceso de apertura.
