Abstract

A pesar de que las técnicas de planificación y manejo de cuencas nacionales han ido evolucionando, Venezuela cuenta con una base institucional y legal insuficientemente desarrollada acerca de la conservación y el manejo de las cuencas hidrográficas. Se hace necesario, pues, establecer los fundamentos de una adecuada y coherente política nacional sobre conservación y manejo integral de cuencas hidrográficas.
