Desarrollo sustentable: un análisis en el sector forestal chileno

Abstract

El Sistema de Cuentas Nacionales (SCN) no permite estimar adecuadamente el ingreso económico. Este hecho surge de la exclusión de los recursos naturales como activos económicos del SCN, lo que hace imposible discriminar entre ingreso económico y consumo del capital natural. Dada la importancia de los indicadores del SCN en la toma de decisiones, este sesgo genera incentivos para plantear esquemas errados de desarrollo basados en la sobreexplotación del capital natural, cuyos costos son asumidos por las futuras generaciones. Este trabajo analiza la sustentabilidad de la explotación del recurso forestal nativo en Chile en los años 80. La evidencia indica que la contabilidad tradicional del sector forestal sobrestima el verdadero ingreso económico y también su tasa de crecimiento, lo que confirma el error conceptual del SCN y señala la existencia de un desarrollo no sustentable de este sector. Las implicancias sociales de estos resultados serían aún más graves si las importantes externalidades positiva
