Condicionalidad de los créditos del Fondo Monetario Internacional

Abstract

El presente artículo se refiere a la condicionalidad que el Fondo Monetario Internacional impone a sus miembros para otorgarles asistencia financiera. Después de una breve reseña histórica y de una ejemplificación de cómo la condicionalidad se establece y opera, se expone su racionalidad y diferentes críticas que se han formulado por los países en desarrollo que tienen que aceptarla. Se mencionan los casos en que la aplicación de la condicionalidad puede ocasionar mayores daños, en términos de pérdidas de producción y empleo de los que serían necesarios para restablecer el equilibrio externo del país. Finalmente, partiendo de la base de que la condicionalidad va a subsistir, se indican una serie de modificaciones a la misma, que la harían mucho más aceptable para los deudores de la institución, sin destruir sus propósitos principales.
