Démocratie et croissance économique en Afrique subsaharienne : l’effet de l’alternance des chefs d’Etat au pouvoir

Abstract

Cet article analyse l’impact de l’alternance des dirigeants au pouvoir sur la croissance économique en Afrique subsaharienne, en utilisant un panel de 42 pays entre 1970 et 2016. Les résultats montrent que l’alternance des dirigeants au pouvoir affecte la crois-sance économique de manière ambivalente. Le nombre d’alternances réalisées à la tête d’un pays a un effet positif sur la croissance de long terme. Mais le fait d’être en année d’alter-nance implique des coûts liés au changement politique qui tendent à pénaliser la croissance à court terme. Des spécificités existent néanmoins en fonction des zones linguis-tiques et géographiques. L’effet de l’alternance des chefs d’Etat est plus bénéfique pour la croissance des pays d’Afrique anglophone que francophone, aussi bien à court terme qu’à long terme. En outre, l’alternance améliore plus la croissance des pays d’Afrique de l’Ouest que de l’est, mais à long terme uniquement. Nous concluons que les démocraties d’Afrique subsaharienne devraient rechercher un bon équilibre dans le rythme et les conditions de l’alternance des dirigeants au pouvoir.
