Abstract

This paper considers the policy changes that have led to the outsourcing of contracts for the delivery of public services in the UK, with a focus on the role of social economy organizations. Specifically, the paper critiques the arguments in favour of social economy involvement in public service delivery, and suggests that increased reliance on the sector poses particular challenges with respect to community engagement and local accountability. It goes on to argue that a relatively new form of community-based organization - the Development Trust - is potentially well positioned to address these challenges. A notre avis, une forme relativement nouvelle d'organisation basee sur la communaute (fonds de developpement) est potentiellement bien placee pour relever ces defis. In diesem Beitrag untersuchen wir die politischen Veranderungen, die in Grossbritannien zur externen Vergabe von Auftragen fur offentliche Dienstleistungen gefuhrt haben, wobei wir uns besonders auf die Rolle der sozialwirtschaftlichen Organisationen konzentrieren. Insbesondere kritisieren wir die Argumente fur eine Beteiligung der Sozialwirtschaft an der Erbringung offentlicher Dienstleistungen und argumentieren, dass die erhohte Abhangigkeit von diesem Sektor hinsichtlich des gesellschaftlichen Engagements und der lokalen Verantwortung zu besonderen Problemen fuhrt. Weiterhin legen wir dar, wie eine relativ neue Form gemeinschaftlicher Organisation - der Development Trust - potenziell gut in der Lage ist, diese Probleme zu uberwinden. En este articulo analizamos los cambios politicos que han llevado a contratar servicios externos de gestion para el suministro de servicios publicos en el Reino Unido prestando especial atencion al papel de las organizaciones de la economia social. En concreto criticamos los argumentos a favor de la participacion por parte de la economia social en el suministro de los servicios publicos y sugerimos que un aumento de la dependencia de este sector plantea retos determinados con respecto a la participacion de la comunidad y la responsabilidad local. Y argumentamos que una forma relativamente nueva de organizacion basada en la comunidad - la Fundacion de Desarrollo - esta potencialmente bien situada para abordar estos desafios.
