The 'Northern Way' is an innovative programme of policy development that seeks to combine, at a supra-regional level, spatial planning, housing and transport in an attempt to promote economic growth in the north of England. The experience of The Northern Way draws attention to 'deconcentration' as a particular strategy of administrative rescaling by the state and, in addition, to the role and limitations of 'vision'-based planning as a means of promoting change. The spatial and physical components of The Northern Way are often poorly justified and often vague. On the other hand, the process of policy development and consultation has had beneficial effects in bringing together different institutional actors. Les elements geographiques et physiques de la Voie du Nord s'averent souvent mal justifies et floues. D'autre part, le processus de conception et de consultation quant a la politique a eu des retombees positives pour ce qui est du rassemblement des divers acteurs institutionnels.
