Abstract
GOODCHILD B. and HICKMAN P. (2006) Towards a regional strategy for the north of England? An assessment of 'The Northern Way', Regional Studies 40, 121-133. The 'Northern Way' is an innovative programme of policy development that seeks to combine, at a supra-regional level, spatial planning, housing and transport in an attempt to promote economic growth in the north of England. The experience of The Northern Way draws attention to 'deconcentration' as a particular strategy of administrative rescaling by the state and, in addition, to the role and limitations of 'vision'-based planning as a means of promoting change. The spatial and physical components of The Northern Way are often poorly justified and often vague. On the other hand, the process of policy development and consultation has had beneficial effects in bringing together different institutional actors. La 'Voie du Nord' est un agenda innovateur qui cherche a allier, au niveau supra-regional, l'amenagement du territoire, le logement et le transport dans le but de promouvoir la croissance economique dans le nord-est de l'Angleterre. La Voie du Nord attire l'attention sur la 'deconcentration' comme une strategie particuliere de l'Etat afin de reajuster la structure administrative et, en plus, sur le role et les limites des 'prospectives' en tant que moyen de promouvoir le changement. Les elements geographiques et physiques de la Voie du Nord s'averent souvent mal justifies et floues. D'autre part, le processus de conception et de consultation quant a la politique a eu des retombees positives pour ce qui est du rassemblement des divers acteurs institutionnels. Der 'Northern Way' ist ein innovatives Programm der Entwicklung von Bestrebungen die, in dem Bemuhen, wirtschaftliches Wachstum im Norden Englands zu fordern, versuchen, auf uberregionaler Ebene Raumplanung, Wohnungsbau und Transportwesen zu kombinieren. Die Erfahrungen, die bei dem Beschreiten des 'Northern Way' gemacht wurden, lenken die Aufmerksamkeit auf 'Dekonzentration' als einer besonderen Strategie der Umschaltung der Verwaltung durch staatliche Organe, und zusatzlich auf die Rolle und Begrenzungen 'Vision' gestutzter Planung als ein Mittel zur Forderung von Wandel. Die raumlichen und physikalischen Komponenten des Weges, den man im Norden beschreitet, sind oft kaum gerechtfertigt und often vage. Andrerseits hat der Prozess der politischen Entwicklung und Beratung vorteilhafte Wirkungen, insoweit als er verschiedene institutionelle Akteure zusammenbringt. 'Northern Way' es un programa innovador que trata sobre el desarrollo politico y cuya finalidad es combinar, en un nivel suprarregional, la planificacion espacial, el alojamiento y el transporte para fomentar el crecimiento economico en la zona norte de Inglaterra. La experiencia del programa Northern Way senala la 'desconcentracion' como una estrategia particular por parte del estado para redimensionar el sistema administrativo e indica, ademas, el rol y las limitaciones de una planificacion basada en la 'vision' como medio para fomentar el cambio. Los componentes espaciales y fisicos del programa Northern Way con frecuencia estan mal justificados y suelen ser imprecisos. Sin embargo, el proceso para el desarrollo de politicas y la consulta ha tenido efectos beneficiosos al poder reunir a los diferentes protagonistas institucionales.
