Abstract

(2004) Data Envelopment Analysis (DEA) index to measure the accessibility impacts of new infrastructure investments: the case of the high-speed train corridor Madrid-Barcelona-French border, Regional Studies38, 697-712. This paper applies Data Envelopment Analysis (DEA) methodology to analyse gains in the accessibility of Spanish territory produced by the new high-speed train (HST) Madrid-Barcelona-French border. A geographic information system was used to calculate four complementary partial accessibility indicators: an index of location, economic potential, relative efficiency of the network and daily accessibility. The relative accessibility performance of each city can be discussed according to the results of these partial accessibility indicators. However, conclusions on accessibility changes can be quite contradictory depending on which partial accessibility indicator is considered. For this reason, we propose a new methodology, based on DEA, to obtain a composite accessibility index that produces a better understanding of the overall accessibility changes produced by the new infrastructure. The results of the model will be used to extract some policy considerations with respect to the (polarizing/balancing) effects of the line within the Spanish territory. Martin J. Cet article cherche a employer la methodologie de la Data Envelopment Analysis (DEA) afin d'analyser l'augmentation de l'accessibilite du territoire espagnol due au nouveau train a grande vitesse qui fait le parcours Madrid-Barcelone-frontiere francaise. On a employe un systeme d'information geographique afin de calculer quatre indicateurs complementaires de l'accessibilite partielle: une indice de localisation, du potentiel economique, de l'efficacite relative du reseau, et de l'accessibilite quotidienne. On peut discuter de la performance de chaque grande ville du point de vue de l'accessibilite relative selon les resultats de ces indicateurs de l'accessibilite partielle. Toujours est-il que les conclusions quant au changement de l'acessibilite peuvent s'averer tout a fait contradictoires, suivant l'indicateur de l'accessibilite partielle employe. C'est pourquoi une nouvelle methodologie se voit proposer, fondee sur la DEA, afin d'obtenir une indice d'accessibilite composee qui facilite une meilleure comprehension des changements globaux de l'accessibilite dus a la nouvelle infrastructure. In diesem Aufsatz wird die Methodik der Data Envelopment Analysis (DEA) zur Untersuchung vermehrter Zuganglichkeit spanischen Hoheitsgebietes angewandt, die durch die neue Schnellbahnverbindung Madrid-Barcelona-franzosiche Grenze erreicht wird. Ein geographisches Informationsystem wurde dazu benutzt, die vier einander erganzenden Teilzuganglichkeitsindikatoren zu berechnen: ein Verzeichnis von Standort, Wirtschaftspotential, relativer Leistungsfahigkeit des Bahnnetzes und taglicher Zuganglichkeit. Die relative Zuganglichkeitsleistung jeder Stadt kann den Ergebnissen dieser Teilzuganglichkeitsindikatoren gemass besprochen werden. Die Schlussfolgerungen bezuglich Zuganglichkeitsveranderungen konnen sich jedoch durchaus widersprechen, je nach dem, welcher Teilzuganglichkeitsindikator in Betracht gezogen wird. Aus diesem Grunde wird eine neue, auf DEA gestutzte Methodik vergeschlagen, um ein Sammelzuganglichkeitsverzeichnis aufzustellen, das ein besseres Verstandnis der gesamten Zuganglichkeitsveranderungen gestattet, die sich aus der neuen Infrastruktur ergeben. Die Ergebnisse des Modells werden dazu benutzt werden, taktische uberlegungen betreff (polarisierender/ausgleichender) Auswirkungen der Strecke auf spanischem Hoheitsgebiet herauszuarbeiten. En este articulo aplicamos la metodologia de Analisis de Envolvimiento de Datos (AED) para analizar el aumento en la accesibilidad al territorio espanol como consecuencia del nuevo tren de alta velocidad (TAV) Madrid- Barcelona-Frontera francesa. Se hizo uso de un Sistema de Informacion Geografica para calcular cuatro indicadores de accesibilidad parcial complementarios: un indice de localizacion, potencial economico, eficiencia relativa de la red y accesibilidad diaria. El comportamiento de la accesibilidad relativa de cada ciudad se puede discutir de acuerdo con los resultados derivados de estos cuatro indicadores de accesibilidad parcial. Sin embargo, las conclusiones con respecto a cambios en la accesibilidad pueden ser bastante contradictorias dependiendo de que indicador de accesibilidad parcial se considere. Por esta razon, nosotros proponemos una nueva metodologia, basada en AEA, para obtener un indice de accesibilidad compuesto que proporciona una mejor interpretacion del total de los cambios de accesibilidad producidos por la nueva infraestructura. Los resultados derivados de este modelo se utilizaran para extraer algunas recomendaciones de politica con respecto a los efectos (de divergencia/equilibrio) de la linea ferroviaria dentro del territorio espanol.
