Abstract

(2004) Total factor productivity growth in Spanish regions: effects of quasi-fixed and external factors and varying capacity utilization, Regional Studies38, 587-601. The aim of this paper is to evaluate empirically the relevance of the presence of quasi-fixed and external inputs, non-constant returns to scale, and the degree of capacity utilization in the calculation of TFP growth for the private productive sector of Spanish regions over the 1980-93 period. Using a parametric framework based on the estimation of cost functions, we find that for the whole of the Spanish private sector, the traditional 'Solow' estimate of TFP growth overestimates true technological progress due to the omission of infrastructures. Nevertheless, we find clear cyclical behaviour, given that in economic expansions, the 'Solow' estimate underestimates true technological progress, while in times of recession the opposite is true. This result is also common with the majority of the Spanish regions, as is the fact that on average almost all of them have over-utilized installed capacity. Bosca J. E., Escriba J. et Murgui M. J. Cet article cherche a evaluer de facon empirique l'importance de la presence des facteurs de production quasi-fixes et externes, des rendements d'echelle non-constants, et du taux d'utilisation des capacites quant au calcul de la croissance de la PFT pour le secteur industriel prive des regions d'Espagne entre 1980 et 1993. A partir d'un cadre parametrique fonde sur l'estimation des fonctions cout, il s'avere que l'estimation traditionnelle de la croissance de la PFT du type 'Solow' surestime pour tout le secteur prive en Espagne le vrai progres technologique a cause de l'absence d'infrastructure. Cependant, il y a des preuves claires du comportement cyclique, etant donne qu'en periode d'expansion economique, l'estimation du type 'Solow' sousestime le vrai progres technologique, alors qu'en periode de marasme economique, c'est tout a fait le contraire. Dieser Aufsatz beabsichtigt, empirisch die Relevanz Vorkommens quasi-festgelegter und externer Auswendungen, schwankender Einkommensgrossenordung und den Umfang der Kapazitatsausnutzung bei der Berechnung des TFP Wachstums fur den privaten Produktionssektor der spanischen Regionen im Zeitraum 1980-93 zu bewerten. Mit Hilfe eines parametrischen Rahmens, der auf der Berechnung von Kostenfunktionen beruht, wird festgestellt, dass die traditionell angewandte 'Solow' Berechnung des TFP Wachstums infolge Vernachlassigung der Infrastrukturen im ganzen Privatsektor Spaniens den wahren technologischen Fortschritt uberschatzt. Nichtestoweniger lasst sich klares zyklisches Verhalten feststellen, vorausgesetzt dass die 'Solow' Berechnung bei wirtschaftlicher Ausweitung echten technologischen Fortschritt unterschatzt, wahrend in Zeiten wirtschaftlichen Ruckgangs das Gegenteil zutrifft. Dieses Ergebnis trifft sowohl auf die meisten spanischen Regionen wie auch auf die Tatsache zu, dass im Durchschnitt fast alle die vorhandene Kapazitat ubermassig ausgenutzt haben. Bosca J. El objetivo de este articulo es evaluar empiricamente la relevancia de la presencia de inputs externos y cuasi- fijos, de rendinientos a escala no constantes, y del grado de utilizacion de capacidad en el calculo del crecimiento PTF para el sector productivo privado de las regiones espanolas durante el periodo comprendido entre 1980 y 1993. Utilizando un marco parametrico basado en la estimacion de las funciones de coste, descubrimos que para la totalidad del sector privado espanol el calculo tradicional de crecimiento PTF de 'Solow' sobreestima el verdadero progreso tecnologico debido a la omision de infraestructuras. No obstante, encontramos un comportamiento ciclico claro, dado que en periodos de expansion economica el calculo de 'Solow' subestima el verdadero progreso tecnologico, mientras que en tiempos de recesion ocurre lo contrario. Este resultado tambien es comun para la mayoria de las regiones espanolas, como lo es el hecho de que, como promedio, casi todas ellas han sobreutilizado su capacidad instalada.
