M AKI -A RVELA P. (2003) Regional evolutions in Finland: panel data results of a VAR approach to labour market dynamics, Reg. Studies 37 , 423- 443. The purpose of this paper is firstly to evaluate how large and sustained regional differences are in Finland and how the division of these divergences has been manifested during different phases of business fluctuations. Secondly, a dynamic VAR-model is formulated and estimated, using cross-section time series data in order to simulate the responses to shocks in relative demand of labour. One concludes that relatively large and sustained divergences still exist among the economic regions of Finland. The principal finding of the simulations is that the adjustment process to external shock is inefficient and long-run responses are large, almost hysteretic, unless differences in regional amenities are assumed to be fixed. In addition, it can be observed that participation rates are the most dominant adjustment mechanism of regional labour market dynamics rather than labour or vocation migration. M AKI -A RVELA P. Primo, cet article cherche a evaluer jusqu'a quel point les ecarts regionaux en Finlande sont importants et durables, et comment ces ecarts se repartissent pendant les phases diffe rentes des cycles economiques. Secundo, a partir des donnees transversales et en serie temporelle, on formule et estime un modele VAR dynamique afin de simuler les reactions a la suite des chocs a la demande relative du travail. On conclut qu'il existe toujours des ecarts relativement importants et durables dans les regions e conomiques finlandaises. Le principal resultat des simulations c'est le suivant: le processus d'ajustement aux chocs externes s'avere inefficace et les reactions a long terme sont importantes, en retard presque, a moins que l'on ne suppose que les ecarts des equipements regionaux sont fixes. En outre, il est a noter que les taux d'activite plutot que la mobilite de l' emploi ou des professions constitue le mecanisme d'ajustement le plus dominant pour ce qui est de la dynamique du marche du travail. Dieser Aufsatz beabsichtigt, zuerst festzustellen, wie gross und dauerhaft regionale Unterschiede in Finnland sind, und wie Grenzlinien dieser Abweichungen sich wahrend verschiedener Phasen der Gescha ftsschwankungen geaussert haben. Sodann wird ein dynamisches VAR Modell formuliert und berechnet, wozu Zeitseriendaten eines Querschnitts eingesetzt werden, um Reaktionen auf Schocks bei relativer Nachfrage nach Arbeitskra ften zu simulieren. Es wird der Schluss gezogen, dass verhaltnismassig grosse und andauernde Abweichungen unter den Wirtschaftsregionen Finnlands weiterhin fortbestehen. Der Hauptbefund der Simulation besteht darin, dass der Anpassungsprozess auf von aussen kommende Schocks unwirksam bleibt, und langfristige Reaktionen weitlaufig, fast hysteretisch, wenn Unterschiede in regionalen Einrichtungen nicht als festgelegt betrachtet werden. Daruber hinaus kann man beobachten, dass Teilnahmeraten, und nicht Arbeits-oder beruflich bestimmte Wanderung den am starksten vorherrschenden Anpassungsmechanismus der regionalen Arbeitsmarktdynamik darstellen.
