Abstract
COLE A. and LOUGHLIN J. (2003) Beyond the unitary state? Public opinion, political institutions and public policy in Brittany, Reg. Studies 37 , 265-276. This paper investigates the new regionalism in Brittany, one of France's historic regions. It is based on findings from a mass opinion survey carried out in July 2001, as well as on insights drawn from over 70 semi-structured interviews. The quantitative and qualitative evidence is interpreted through reference to four hypotheses, concerning issues of Breton identity, autonomy, pragmatism and political opportunity structures. While our findings allow us to establish the pertinence of the new regionalist problematic in Brittany, we conclude that, in the French case, theories of "new regionalism' must be understood within the framework of an overarching state tradition that regulates and channels regional pressures and creates strong incentives for a system of national political regulation. Il est fonde sur un sondage tres detaille fait au mois de juillet 2001, ainsi que sur des apercus tires de plus de soixante-dix interviews semi-structurees. Les preuves quantitatives et qualitatives sont interpretees en fonction de quatre hypotheses concernant des questions relatives a l'identite bretonne, a l' autonomie, au pragmatisme et a la structure des possibilites politiques. Tandis que les preuves permettent d'etablir la pertinence de la nouvelle problematique regionaliste en Bretagne, on conclut que, pour ce qui est des etudes de cas francaises, il faut considerer les theories du "nouveau regionalisme' dans le cadre d'une tradition etatiste globale qui regule et canalise la pression re gionale et qui cree de fortes incitations en faveur d'un systeme de regulation politique d'envergure nationale. Er stutzt sich sowohl auf Befunde einer Massenmeinungsumfrage, die im Juli 2001 durchgefuhrt wurde, als auch auf Einsichten, die in mehr als 70, mehr oder weniger gegliederten Interviews gewonnen wurden. Die quantitativen und qualitativen Beweise werden unter Bezugnahme auf vier Hypothesen interpretiert, die sich mit Fragen der Identitat und Autonomie, des Pragmatismus und Strukturen politischer Moglichkeiten befassen. Obschon die Befunde den Autoren gestatten, die Sachdienlichkeit der neuen regionalistischen Problematik in der Bretagne unter Beweis zu stellen, ziehen sie den Schluss, dass im Falle Frankreichs Theorien des "neuen Regionalismus' im Rahmen einer ubergeordneten Staatstradition verstanden werden mu ssen, die regionalen Druck reguliert und in Kanale leitet, und kraftige Anreize fur ein System uberregionaler politischer Satzungen schafft.
