Abstract

Using questionnaire data the paper outlines structural and performance responses of a sample of Toronto's technology intensive manufacturers to the Canada US Free Trade Agreement (FTA) of 1989 and the North American Free Trade Agreement (NAFTA) of 1994. Free trade has elicited complex reactions. Those firms with prior global and US export connections, including large and small firms, foreign affiliates and Canadian-owned firms, were better prepared for the new trade regime in their product and production technology. Freer trade has stimulated firms with limited exports to seek improvements in innovation and productivity, foreign affiliates have gained product mandates and increased outsourcing has been one of the production responses.
