Developing a Methodology for Benefit Transfers Using Geographical Information Systems: Modelling Demand for Woodland Recreation

Abstract

Studies 33 , 191-205. This paper develops a methodology for implementing benefit transfers through the medium of a geographical information system. Data from a survey of visitors to a woodland site in eastern England were used to estimate an arrivals function which was then utilized to predict visits to other locations. The validity of this function was tested against actual arrivals at locations in Wales and was found to be a satisfactory estimator of visits. This function was then used to generate predictions of visitor arrivals across Wales to simulate the impact of sites being converted into woodland. The visitor demand map generated by this analysis was then converted to a monetary equivalent using values derived from a cross-study analysis of the existing UK literature on the value of recreational visits to woodland. This final map provides a useful aid to optimal implementation of policies such as the Community Woodland Scheme which aims to target subsidies according to local demand. The paper concludes by highlighting limitations of the analysis and outlining possible extensions. BATEMAN I. J., LOVETT A. A. et BRAINARD J. S. Studies 33 , 191-205. Cet article cherche a developper une methodologie visant la mise en oeuvre des transferts des benefices par le canal d'un systeme d'information geographique. A partir des donnees provenant d'une enquete aupres des visiteurs a un site forestier situe dans l'est de l'Angleterre, on estime une fonction d'arrivees qui sert a prevoir le nombre de visites a d'autres sites. La validite de cette fonction se voit tester par rapport au nombre exact d'arrivees a des sites situes au Pays de Galles et il s'avere que la fonction fournit des estimations satisfaisantes du nombre des visiteurs. Par la suite, on se sert de la fonction afin d'engendrer une serie de predictions du nombre d'arrivees a travers le Pays de Galles pour simuler l'impact du boisement des sites. A partir des valeurs provenant d'une analyse generale de la documentation disponible au Royaume-Uni sur la valeur des visites de loisirs aux sites forestiers, la projection de la demande des visiteurs engendree se voit convertir en equivalent monetaire. Cette derniere projection sert a mettre en oeuvre de facon optimale des projets en faveur des milieux forestiers, tel le Community Woodland Scheme qui vise a cibler des subventions en fonction de la demande locale. Der vorliegende Aufsatz entwickelt eine Methodik fur die Bewerkstelligung der Ubertragung von Nutzleistungen mittels geographischer Informationssysteme. Daten einer Untersuchung von Ausfluglern in einem Waldgebiet in Ostengland werden dazu benutzt, eine Herkunftsfunktion zu ermitteln, um mit deren Hilfe dann das Aufsuchen anderer Erholungsstandorte vorauszusagen. Die Zuverlassigkeit dieser Funktion wurde dann durch tatsachlich stattfindende Besuche von Standorten in Wales uberpruft, und erwies sich als befriedigendes Instrument fur die Berechnung von Besucherzahlen. Diese Funktion wurde sodann fur Vorhersagen von Besucherzahlen in ganz Wales angewandt, um die Auswirkung von in Aufforstung begriffenen Gelanden zu simulieren. Fur die auf der Grundlage dieser Analyse erstellten Karte der Besuchernachfrage, wurde dann ein finanzielles Gegenstuck geschaffen, wobei Wertebenutzt wurden, die von der Analyse einer Querschnittsstudie der gegenwartigen Literatur des Vereinigten Konigreichs uber den Wert des Aufsuchens von Waldgebieten zu Erholungszwecken abgeleitet wurden. Diese endgultige Karte stellt einen nutzlichen Beitrag zur optimalen Implimentierung von Bestrebungen wie Gemeindewaldprojekten (Community Woodland Scheme) dar, die beabsichtigen, der ortlichen Nachfrage entsprechende finanzielle Beitrage ins Auge zu fassen. Abschliessend wirft der Aufsatz ein Schlaglicht auf die Beschrankungen der Analyse und auf Grundzuge moglicher Ausweitungen.
