Abstract
BUDD L. (1997) Regional integration and convergence and the problems of fiscal and monetary systems: some lessons for Eastern Europe, Reg. Studies 31, 559-570. The Single European Market (SEM) and the possibility of Economic and Monetary Union (EMU) present the constituent regions of Europe with a powerful challenge. What this paper argues is that activating the liberal assumptions of the SEM and the fiscal criteria of the Maastricht Treaty will not reduce regional inequality. In the absence of fiscal activism at a regional level, reliance on market forces will only exacerbate the existing core-periphery structure of Europe's regions. The paper attempts to extend its analysis of regional fiscal developments in Western Europe by suggesting some speculative lessons for the Eastern European economies. BUDD L. Faute de l'activisme fiscal sur le plan regional, la dependance vis-a-vis des forces du marche finira par aggraver la structure centre-peripherie des regions d'Europe. Der europa¨ische Binnenmarkt (SEM) and die Mo¨glichkeit einer Wirtschafts-und Wa¨hrungsunion (EMU) stellen fu¨r die einzelnen Regionen Europas eine grosse Herausforderung dar. Dieser Aufsatz stellt die Behauptung auf, dass die Aktivierung der liberalen Voraussetzungen der Wa¨hrungsunion und der finanziellen Kriterien des Maastrichter Vertrages die ausbleibende Gleichstellung der Regionen nicht beheben wird. Mangels finanzpolitischer Regsamkeit auf regionaler Ebene wird eine Abha¨ngigkeit von den Marktkra¨ften die gegenwa¨rtige Kern-und Randgebietstruktur der europa¨ischen Regionen nur verscha¨rfen. Dieser Aufsatz versucht, seine Analyse auf regionale finanzploitische Entwicklungen in Westeuropa auszudehnen, indem er gewisse spekulative Lehren fu¨r die osteuropa¨ischen Wirtschaften anbietet.
