Accessibility and Location Decisions in a Peripheral Region of Europe: A Logit Analysis

Abstract

This paper analyses the links between accessibility to markets and factors of production and firms' location decisions in a peripheral region. Following a brief discussion of the European Union policy context, logit analysis involving binary response variables and categorical explanatory variables is used to analyse data from a survey of 939 firms in Strathclyde, a region on the geographical periphery of the European Union. A series of models are established which indicate that there are significant differences in the influence of different forms of accessibility on the location decisions of different types of firm. Accessibility to staff is relatively important for large firms, accessibility to suppliers important for inward investors and accessibility to markets is important for firms in larger premises and those in the central city. Policy implications for investment in transport infrastructure and local economic development policies are considered. MCQUAID R. W., LEITHAM S. et NELSON J. D. Suite a une discussion breve de la politique au sein de l'Union Europeenne, on se sert d'une analyse logit, qui comporte des variables de reponse binaires et des variables explicatives categoriques, afin d'analyser des donnees provenant d'une enquete de 939 entreprises situees dans le Strathclyde, une region peripherique de l'Union Europeenne. Une serie de modeles est construite qui laisse supposer des differences non-negligeables de l'influence des diverses formes d'accessibilite sur la decision de localisation des differents types d'entreprise. Pour ce qui est des grandes entreprises l'accessibilite de la main-d'oeuvre s'avere relativement importante, tandis que les investisseurs etrangers favorisent l'accessibilite des fournisseurs, et quant aux entreprises dont les locaux sont plus grands ou qui sont situees en centre ville c'est l'accessibilite des marches qui l'emporte. On considere les implications de politique dans le domaine de l'investissement dans l'infrastructure de transport et des politiques visant le developpement economique local. MCQUAID R. Dieser Aufsatz analysiert die Verknupfungen zwischen Zuganglichkeit zu Markten und Faktoren in der Produktion mit dem Firmenentscheid fur einen Standort in einem Randgebiet. Im Anschluss an eine kurze Diskussion des Zusammenhangs mit der Politik der Europaischen Union wird eine Logitanalyse mit binaren Antwortveranderlichen und kategorischen Erklarungsveranderlichen eingesetzt, um Daten einer Untersuchung von 939 Firmen in Strathclyde zu analysieren, einer Region, die geographisch gesehen an der Peripherie der Europaischen Union liegt. Es wird eine Reihe von Modellen aufgestellt, die aufzeigen, dass bei verschiedenen Firmentypen bedeutende Unterschiede im Einfluss der verschiedenen Formen der Zuganglichkeit auf den Entscheid fur den Standort auftreten. Fur grosse Firmen ist der Zugang zu Arbeitskraften verhaltnismassig wichtig, wahrend der Zugang zu Lieferanten fur nach innen gerichtete Investierungen von Bedeutung ist, und der Zugang zu Markten fur Firmen in grosseren Gebaudekomplexen und solchen im Stadtzentrum. Es werden Implikationen fur Firmenpolitik bezuglich Investierungen in der Infrastruktur des Transportwesens und orlichen Wirtschaftsentwicklungsplanen besprochen.
