How Successful is the Tax Treatment of Public Authorities in Advancing Employment Growth? Examining the Case of Industrial Development Agencies in New York State

Abstract

Industrial development agencies (IDAs) are public authorities which grant tax exemptions to businesses with the expectation for the latter to create jobs in the communities they serve. This study examines the success of IDA tax exemptions in advancing employment growth in the state of New York through a longitudinal analysis covering the 2009-2020 timeframe. Results show that IDA tax exemptions have been mostly ineffective in attracting and retaining jobs in New York. Exemptions on sales and mortgage recording taxes have generated the highest employment growth whereas exemptions on property taxes and bonds issuance have had the lowest benefits.
