The Triumph and Tribulation of Performance Management

Abstract

There was a time when performance management was seen as having the potential to seamlessly guide leaders of state and local government in the United States to the best possible answers to difficult questions about policy and management. As the years have passed, though there have been some outstanding successes in this discipline, a number of challenges have presented themselves. This essay builds a case for the power of performance management to aid in making positive change, while also focusing on some of the biggest challenges leaders in this field have confronted. It also includes a series of principles designed to help overcome or avoid these challenges.
