The grand strategy of a non-Western small state: Sri Lanka and the LTTE during 2006-2009

Abstract

This article examines the grand strategy of the Government of Sri Lanka (GoSL) vs. the Liberation Tigers of Tamil Eelam (LTTE) during 2006–2009. It examines the conflict in terms of civil war and history, explores the concept of grand strategy, and suggests a typology of ways to bring change (Fight, Cooperate, Manipulate) along with a definition. The article argues that the grand strategic decision to Fight ended the LTTE’s insurgency, and concludes that any sustainable political solution, let alone peace, should follow military victory, not the other way around.
