Children And Young People'S Strategic Plans

Abstract

Children's services in England are undergoing the most radical transformation since 1948 following the Every Child Matters Green Paper and the subsequent Children Act of 2004. One of the new legislative requirements is for each locality to produce a Children and Young Person's Strategic Plan that will demonstrate how the new arrangements will be put into effect. This article explores this new obligation and assesses the extent to which it is likely to be effective. It looks at previous planning experiences in this field, examines the new context, and considers the extent to which a top-down implementation model can be effective.
