Abstract

Zusammenfassung Die EU-Kommission hat am Nikolaustag 2017 ihre Vorschläge zur Weiterentwicklung der Europäischen Währungsunion vorgelegt. Sie baut dabei auf dem Fünf-Präsidentenbericht von Mitte 2016 und ihrem eigenen Reflexionspapier vom Frühjahr 2017 auf. Die Vorschläge umfassen im Wesentlichen die Schaffung eines Europäischen Finanzministers, mehrerer Budgetlinien für die Zwecke der Europäischen Währungsunion im EU-Haushalt und eines Europäischen Währungsfonds. Die erkennbare Eile ist dem Drängen des französischen Präsidenten geschuldet, die europäische Integration voranzubringen. Tatsächlich schließt sich das politische Gestaltungsfenster angesichts der Europawahl 2019 schon bald. Doch die Vorschläge der EU-Kommission sind überwiegend kritisch zu beurteilen.
