Abstract

Zusammenfassung Befristete Arbeitsverträge stehen im Spannungsfeld zwischen den Flexibilitätsbedürfnissen der Arbeitgeber und den Sicherheitsbedürfnissen der Arbeitnehmer. Um die Befristung von Arbeitsverträgen einzudämmen, ließen sich flexible Arbeitgeberbeiträge in der Arbeitslosenversicherung einführen. Der Beitragssatz für befristet Beschäftigte würde steigen und im Gegenzug für die Unbefristeten leicht fallen. Vier Varianten werden berechnet: beitragsaufkommensneutral, generelle Beitragssenkung und zwei Varianten ausschließlich für sachgrundlos befristet Beschäftigte. Ein solches Vorgehen berücksichtigt das höhere Risiko zukünftiger Arbeitslosigkeit bei befristet Beschäftigten besser als bisher und schafft monetäre Anreize für die Arbeitgeber, Arbeitnehmer vermehrt unbefristet einzustellen.
