Abstract

Zusammenfassung Die Bundesbeteiligung an den Kosten der Unterkunft und Heizung war ursprünglich ein Instrument, um die kommunale Ebene aufgabenbezogen zu entlasten. Allerdings wird dieser Finanzierungsweg zunehmend für allgemeine finanzielle Erleichterungen vom Bund zugunsten der Kommunen genutzt. Damit verbleibt immer weniger Spielraum für weitere strukturelle Entlastungen der Kommunen, die der Bund jedoch im Rahmen des aktuellen Koalitionsvertrages zugesagt hat. Daher sind Alternativen gefragt.
