Österreichs Alterssicherung: Vorbild für Deutschland?

Abstract

Zusammenfassung Deutschland und Österreich sind von einem relativ ähnlichen Startpunkt aus in verschiedene rentenpolitische Richtungen aufgebrochen. Während Österreich aber weiterhin die traditionelle umlagefinanzierte öffentliche Rentenversicherung ins Zentrum der Alterssicherungspolitik stellt, erhielt in Deutschland die private kapitalgedeckte Altersvorsorge eine zunehmende Bedeutung. Diese soll nun das sinkende Leistungsniveau des öffentlichen Systems kompensieren. Erhofft hatten sich die deutschen Rentenreformer einen substanziellen Beitrag kapitalgedeckter Vorsorge zur Alterssicherung aufgrund hoher Kapitalmarktrenditen und zugleich eine bessere Wettbewerbsfähigkeit Deutschlands aufgrund der Kostenentlastung der Unternehmen. Ein Vergleich mit Österreich zeigt aber, dass es möglich ist, mit einem stark auf der öffentlichen Altersversorgung basierenden System wirtschaftlich erfolgreich zu sein.
