Paradigmenwechsel in der Kommunalfinanzierung — der lange Schatten der Finanzkrise

Abstract

In spite of the healthy finances of German municipalities, the gap between rich and poor cities and counties continues to grow. Borrowing from banks or investors will remain an important source of funding for German municipalities, but the financial and sovereign debt crisis created significant changes in the market. Furthermore, new regulatory specifications for banks and rules for the state, such as the balanced budget amendment, will also have perceptible effects on the financing of German municipalities.
