Abstract

Zusammenfassung Deutschland sah sich lange als Vorreiter in der Klimapolitik. Die Bilanz ernüchtert allerdings. Die klimapolitischen Ziele werden zum großen Teil nicht erreicht, und die gesellschaftlichen Kosten der umweltpolitischen Maßnahmen sind sehr hoch. Die Ineffektivität und Ineffizienz der bisherigen Klimapolitik in Deutschland erfordert einen grundlegenden Strategiewechsel, der nur mit einem einheitlichen CO2-Preis für alle Sektoren erreicht werden kann.
