Modernization of the Macroregional Economy Using Project Management (the Case of the North Caucasian Federal District)

Abstract

— The modernization of regions representing complex social and economic systems requires adequate forms of governance in order to improve the pace of economic development and the quality of life for the population. In the available set of management models for such systems, project management is the most adequate and relevant to modern challenges. The purpose of the article is to identify bottlenecks in the socio-economic development of the region, to build a matrix for eliminating these bottlenecks, to identify promising management projects for industries that are objects of investment. As a methodological basis for the macroregional development formation a matrix-assisted targeted project approach is used in order to identify the possible set of projects. Project management will make it possible to recruit intellectual potential for designing projects and make the most of the scarce resources available in the regions, establish competitive advantages, and promote the pace of their development.
