Abstract

Citizens safety and protection represent for every local community a basic objective, though, many times, the reaction of the factors which must take action in this respect is delayed, because of deficient collaboration between the institutions administering the interests of the community, the existent infrastructure, of the malfunctions of the legislation in force, which proves to be many times stuffy and difficult to be accessed, of the degree of training of the human resource and the way the resources are being managed generally speaking, especially the data and information. From this perspective, the research has in view to render effective the activity of the local government in order to raise the degree of safety and protection of the citizens, through implementing a performance management based on the long analysis and optimization of the processes and drawing up of a sustainable computer system from the processes administering viewpoint.
